Many people think cash-for-clunkers is a great idea, but there are holdouts--especially among those who depend on salvaged parts. Well, those folks might feel a little better after skimming the current bill, which permits the "selling any parts of the disposed vehicle other than the engine block and drive train" and "retaining the proceeds from such sale". (And if we're reading section (2)(c)(2)(B) properly, there might even be exceptions for the engine/drive train.) Still hate it? Feh, it's only slated to hang around for a year.
