An ABS is not a failure in my experience in NY. I have gone through an inspection more than once with it lit. ABS is not a required option, so if it is not working it is not a failure. The horn will fail you for sure. As long as one license plate lamp is on it should be good. Not sure about the...

They all should have them. i think there built into the dash. if its at the dealer make them add one for free before you but it.
