I'de definately go with the Lancer......better reliability and apparently Mtsubishi have improved the make of their cars, stay away from astras, I had heaps of problems.

Normally the charging voltage would be around 13.8 with the engine running. Sounds like the voltage regulator is bad. Try checking it with it running and with the lights on. If it is even lower then the regulator must be bad.
