1999 Oldsmobile Aurora?
My car has a hard time turning on when at a stop. I checked my power steering fluid and i think it might be too full. Could this be a cause of that?

Nope. You've either got a pump that's not producing pressure or a steering rack that is badly scored so as to not being able to move smoothly. Need to check pressure available to eliminate one. Reference:I was a GM mech for years.
