Mazda changed the suspension a tad for '98-on after dropping the MX-6; they might fit, but you'd stand a better chance with 626 springs from the same year as your MX, which should be pretty much a bolt-on.

What is your opinion on a 1999 mazda 626?

Mazda generally are reliable cars. As long as it is looked after and had regular service you shouldn't worry.
