Because of its body construction its parts are cheap, If the car your thinking about buying was issued to the officer it will generally be in better shape than one that the department just uses for patrols and stuff, also if it was used by a large city it probably won't be in as good shape as one...

1999 crown victoria is running lean. OBD shows that high fuel trims get higher with RPM.?
at idle, fuel trim is okay at 7-8% but at sustained higher rpm of 1500 to 2500 it gets to 25% or more. I have got fuel pump and injectors checked and everything is okay. What could be the problem.
