if the starter is spinning then that means it working,you need to check and make sure the fly wheel is good or the starter is actually engaging with it,it sounds like its not even coming close to engaging with the flywheel,either that or you got the wrong starter or a defective one,good luck...

Daewoo nubira a/c compressor not kicking in?
hi guys i have a 99 daewoo nubira i which i just bought... it needs some work on it.. one of them is my a/c clutch does not kick in when i turn on a/c i;ve checked all fuses.they are ok..both in engine compartment and passenger seat side.. so i bypassed the clutch to 12v batterydirect and it engages/disengages. so i know for sure its the a/c...
