While there is no concrete explanation given, it's likely due to the fact that:
a) So few people know how to work on cars properly.
b) All lug nuts require a specific amount of torque and it is impossible to achieve this without a torque wrench. It's a risk vs. reward situation. Do you want to risk having someone over or under-tighten a lug nut and have the wheel fly off, or make them go to a shop to have the tire fixed. Hyundai chose the latter.
c) Trying to get the lowest possible price, and that's $100 the dealer can avoid.
