Does the plug-in computer have an ability to see what lights are out?

In my 1996 Volvo 850 the light out indicator is coming on quite a bit lately. Obviously head lights and tail lights are easy to spot, but license plate lights and other small lights are not. Does the plug-in computer at the dealer know what lights are out?

I am looking at a 1994 volvo 850 wagon. It will be pretty much free because my mom works with the person selling it. It only needs a new muffler and I would get a paint job for it. Besides that it is running great. It has 160,000 miles but most are from driving on the highway. It would be my first car.
