Depends on the state. Virginia requires the clean special fuel license plate. The license plate does not transfer with the vehicle. (see: https://www.dmv.state.va.us/webdoc/citizen/vehicles/selling.asp - a seller has to either transfer the plates to another of their own vehicles or surrender them...
