Dog hair is going to stick to most off the shelf seat covers. I personally haven't seen any made from plastic, but regardless, if it were made from plastic, the hair would fly all over the other places in the car.

If I were to sell a 2002 Toyota Camry that is in almost perfect condition, whats the max. amount I could get?
Its in great condition, clean, etc. You wouldn't be able to tell I've had it for 8 years.
