The vacuun cut bypass valves I deal with are in the evap emissions hoses near the charcoal canister valve is white in color and have no electrical connections just (4) 5/8" vacuum lines. Two of those hoses go to a solonid valve with a two wire electrical connection. Gasoline in the signal hoses...

As with any used car, I would have it checked out by an independent mechanic. It's worth $50 or so to have someone look at it to identify any potential issues.
