1998 Ford Taurus fuel inertia switch/fuel cut-off switch?
I need to know: a) does the car have to be in DRIVE for it to be activated? AND b) are there speed specifications involved (i.e. over 35MPH to "tip it"?

The mileage is too high on that car for the price. Talk them down to $2000 and be ready to have a lot of repairs done in a year. That was the best Ford they built then, but that one has been used too much. If you have $4000 for a dependable car to take to college get a Corolla with less than 100k...
