P0304 is cyl #4 misfire. Are you positive that's the code? if so some things wrong with cyl#4. I've seen burnt valve seats that cause a misfire but compression is ok or a little low. But there can be many other possibility's.try swapping spark plugs just in case you got a bad one.

How to change a fuel pump for 2003 Dodge Dakota with 4.7?

The easiest way is with a hoist. Remove the drive shaft. Unhook the fuel filler hose and use a tranny jack to lower the tank a little after you remove the support straps.
