Can I put 18inch rims from off of a 2005 7 series BMW onto my 2005 5 series. If not why not...?

BMW 530 - A/C takes a long time to blow cold air?
About 6 months ago, I purchased a used 2005 BMW 530. In short, it takes my car anywhere from 6-10 minutes to blow cool air from the time I start the car. The dealership told me that time period is normal and has something to do with the fuel efficiency, ect. Just to be clear, when I turn the a/c fan on, it blows hot air for approximately 6-10...

The Dealer is Blowing Also, blowing smoke up your backside !!!
