Ford has issued a Technical Service Bulletin (TSB) on 2012-2014 Focus vehicles for problems with slow fueling and constant fuel nozzle shut-off.

Ford Motor Company has found that on some of these vehicles, the fresh air vent hose for the EVAP emissions system canister is either plugged with debris or spider nests. When this hose plugs up, the fuel tank is not properly vented, resulting in slow fueling or constant fuel nozzle shutoff during the fueling process.
No matter the body style (the sedan and hatchback have different hoses), if the hose is found to be clogged, it needs to be replaced. The fix takes about 20 minutes. On new cars, the fix will be covered under the new-car warranty; on older cars, the fix will probably fall under the emissions warranty, providing the vehicle's in-service date/mileage is within qualification parameters.
