    I've said it many times - Rules and Regulations (R&R) that require improvement in human behavior are general fruitless unless heavily enforce. R&R applied to products can be effective, especiall if the non-complying product cannot be sold (legally).

    Carl, you are so right about the need for enforcement -- in this case, involving texting while behind the wheel. Changing behavior requires a lot of positive reinforcement for doing the right thing as well as enforcement when drivers fail to comply with the laws. Thanks for sharing.
