I can certainly concur, as I see these "stealth" texters many times in any given day. I think the solution is to step up the fines, add points to insurance for texting/driving, get the cell phone makers and wireless providers to come up with new methods to block texting while the phone is in motion -- as well as a heightened education campaign in the schools, beginning with elementary and through high school. Actually, a combination of all these may be necessary. Ultimately, if nothing is done, we may be looking at even more drastic measures -- which, at this point, I can't even imagine.
