    The advantages to implementing a system like this, such as more predictable commute times, make this solution seem like a win-win. I am for implementing various solutions to relieve traffic congestion at the same time, not just this one, to achieve maximum results.

    They already charge 80 cents every few minutes and their highways have looked like a war zone for years now - they keep rebuilding and closing most of the lanes. The workers are currently on strike, so there's no progress but it's not like they've done anything when they actually "worked". Only one or two open lanes on a tollway (!) would cause the congestion even in Kansas City, not to mention Chicago. Don't believe any of this - it's one big mafia set on ever-increasing fees and collecting Fed and state money and not producing any results. Why kill the golden goose...
