I am purchasing a 2006 Chevrolet Monte Carlo with 74,415 miles on it. Car purchase will be made in?

Mississippi. Sticker Price-$8995. NADA Price-$8275. Any suggestions on what i should pay? I also have cash, should I mention that before or after the salesman gives me a price?
